    About the Role

    Astra Sage Inc. is looking for a Warehouse Manager to oversee the receipt, storage, stock control, transfer, and dispatch readiness of Used Cooking Oil (UCO) within our warehouse operations.

    This is a critical role in a traceable and compliance-driven supply chain. The Warehouse Manager will ensure that every inbound and outbound movement of oil is properly recorded, reconciled, and controlled in line with company procedures, operational requirements, and sustainability audit standards.

    The role requires strong warehouse discipline, logistics experience, inventory accuracy, documentation control, and the ability to maintain audit-ready records.

    Key Responsibilities

    • Manage day-to-day warehouse operations, including receiving, storage, internal transfers, and dispatch preparation

    • Verify incoming quantities, drum counts, trip records, and supporting documents

    • Maintain accurate stock records for drums, IBCs, and tanks

    • Control batch identification, traceability, and warehouse movement records

    • Oversee settling, decanting, sludge separation, and net recoverable stock recording

    • Ensure proper storage segregation, labeling, and housekeeping standards

    • Reconcile physical stock against records and investigate discrepancies

    • Coordinate with logistics, drivers, operations, finance, and compliance teams

    • Prepare daily, weekly, and monthly warehouse and stock reports

    • Support client visits, compliance checks, and ISCC audits

    Qualifications

    • Bachelor’s Degree, Diploma, or equivalent in Logistics, Supply Chain, Operations, Engineering, Business Administration, or related field

    • Minimum 4-7 years of relevant experience in warehouse, logistics, inventory, or operations

    • At least 2-3 years in a supervisory or warehouse management role preferred

    Position Summary

    The Accounts and Finance Manager serves as the custodian of Astra Sage’s “System of Record.”

    This role goes far beyond traditional accounting responsibilities. It forms part of Astra Sage’s Two-Key Control System, where the Accounts and Finance Manager works closely with the Pollution Control Officer (PCO) to ensure that every liter of oil collected is:

    • Financially accounted for
    • Legally documented for the Bureau of Internal Revenue (BIR)
    • Traceable for ISCC sustainability certification

    The Accounts and Finance Manager acts as the financial gatekeeper of the supply chain, ensuring that:

    • No supplier payment is released without proper documentation
    • No oil movement occurs without a traceable record
    • No export shipment leaves the warehouse without a complete Shipment Master File (SMF)

    In practice, this role maintains the single source of truth that links:

    Collection → Warehouse Storage → Batch Mixing → Export Shipment → Financial Records.

    Through rigorous bookkeeping, documentation, and reconciliation, the Accounts and Finance Manager ensures that Astra Sage’s financial records remain fully auditable, compliant with BIR regulations, and aligned with ISCC traceability requirements.

    Roles and Responsibilities

    The Accounts and Finance Manager will oversee financial management across the entire Astra Sage supply chain including collection, warehouse storage, and export operations.

    1. Financial Bookkeeping & Tax Compliance

    The Accounts and Finance Manager shall maintain the financial integrity of Astra Sage’s accounting system.

    Responsibilities include:

    BIR Compliance

    Ensure all accounting practices strictly comply with Philippine Bureau of Internal Revenue (BIR) requirements, including Revenue Regulations RR 7-2024.

    Invoicing Compliance

    • Issue BIR-compliant Invoices for all sales transactions
    • Ensure invoices replace traditional Official Receipts where applicable
    • Maintain invoice registers for all domestic and export transactions

     

    VAT Management

    • Apply 12% VAT for domestic transactions
    • Maintain documentation proving 0% VAT (Zero-Rated) eligibility for exports
    • Maintain supporting documentation including Bill of Lading and export declarations

     

    Audit Readiness

    Maintain both physical and digital records for a minimum of 10 years, ensuring that:

    • Any financial or operational document can be retrieved within 10 minutes during regulatory or tax audits.

    2. Operational Inventory & Traceability (The “Paper Trail”)

    This role maintains the financial documentation layer of Astra Sage’s traceability system.

    Master Data Setup

    Create and maintain Unique Identification Numbers for:

    • Suppliers
    • Customers
    • Collection batches
    • Drums and storage containers

    This prevents fraud, duplication, and “ghost supplier” entries.

    Mass Balance Accounting

    Execute the Rule of Mass Balance:

    Total Oil In = Total Oil Out

    Ensure that:

    • Recorded purchases equal volumes stored and exported
    • No unexplained loss or excess occurs in the system

     

    Batch & Mix Tracking

    Maintain the Batch Register documenting:

    • Which collection batches were received
    • Which batches were mixed in storage tanks
    • Which batches were exported in specific shipments

    This documentation is essential for ISCC certification audits.

    Scale vs Book Reconciliation

    Perform daily reconciliation between:

    • Driver collection receipts
    • Warehouse weighing scale records
    • Accounting entries

    Any variance greater than 2% must be reported immediately to the Head of Operations.

     

    3. Export & Logistics Coordination

    The Accounts and Finance Manager supports the export supply chain by ensuring documentation accuracy.

    Shipment Master File (SMF)

    Prepare and maintain the Shipment Master File, which acts as the “Birth Certificate” for every export shipment.

    The SMF must include:

    • Commercial Invoice
    • Packing List
    • Bill of Lading
    • Laboratory Certificate of Analysis (COA)
    • Export documentation

     

    Customs Documentation Accuracy

    Ensure export documents contain correct classification including:

    • HS Code: 1518.00
    • Waste Code: I102

    Incorrect classification could result in customs delays or shipment seizure.

    Cross-Department Verification

    Before finalizing export shipments:

    • Verify with the Pollution Control Officer that all Basel Convention and Prior Informed Consent (PIC) documents are complete
    • Confirm export documentation aligns with the Commercial Invoice and Bill of Lading

     

    4. Fraud Prevention & Internal Controls

    The Accounts and Finance Manager plays a critical role in preventing financial and operational fraud.

    Segregation of Duties

    Maintain strict separation between:

    • Financial verification
    • Operational handling of oil

    The Accounts Manager verifies paperwork but must never handle physical oil.

    Ghost Supplier Detection

    Regularly audit the Supplier Register and ensure that:

    • All suppliers receiving payments exist in the PCO’s DENR registry
    • No duplicate or fictitious suppliers exist.

     

    Payment Verification

    Payments to suppliers may only be released when:

    • Hazardous Waste Manifest is signed
    • Collection receipts are verified
    • Warehouse intake records are confirmed

    All supplier payments must be made through secure channels such as:

    • Bank Transfer
    • GCash

    Cash payments are strictly prohibited.

     

    5. Financial Documentation & Record Keeping

    The Accounts and Finance Manager must maintain organized records including:

    • Supplier invoices
    • Sales invoices
    • Payment vouchers
    • Purchase records
    • Warehouse intake records
    • Export shipment records
    • Bank transaction records

    All records must be maintained in accordance with Philippine accounting regulations and Astra Sage internal compliance standards.

    • Ensuring collectors follow proper waste handling procedures

    • Ensuring UCO is stored in approved containers (drums or IBC tanks)

    • Verifying containers are properly labeled according to DENR standards

    • Monitoring proper documentation of collection batches

    • Ensuring no leakage or environmental contamination during collection

     

    3. Transport Compliance

    The PCO will oversee compliance for hazardous waste transport.

    Responsibilities include:

    • Ensuring all UCO transport vehicles comply with DENR transporter requirements

    • Monitoring the Hazardous Waste Manifest System

    • Ensuring drivers and logistics personnel follow environmental safety procedures

    • Monitoring transport documentation and chain-of-custody records

    • Ensuring spill response procedures are in place for transport incidents

     

    4. Warehouse Storage Compliance

    The PCO will oversee environmental compliance at Astra Sage storage facilities.

    Responsibilities include:

    • Monitoring safe storage of used cooking oil

    • Ensuring containers are properly labeled with DENR hazardous waste placards

    • Maintaining storage area environmental safeguards

    • Monitoring secondary containment systems

    • Ensuring no leaks, spills, or contamination occur

     

    5. Export Compliance

    The PCO will support environmental compliance related to export operations.

    Responsibilities include:

    • Ensuring exported UCO complies with environmental documentation requirements

    • Maintaining traceability records for exported material

    • Ensuring hazardous waste documentation aligns with regulatory requirements

     

    6. Environmental Monitoring and Reporting

    The PCO will be responsible for preparing and submitting required environmental reports.

    These include:

    Monthly

    • Internal environmental compliance reports

    • Waste tracking and monitoring

    Quarterly

    • Hazardous Waste Reports

    • Environmental monitoring documentation

    Annually

    • Environmental compliance updates

    • DENR reporting submissions

    • PCO accreditation updates if required

     

    7. Documentation and Record Keeping

    The PCO must maintain accurate environmental records including:

    • Waste collection records

    • Hazardous waste manifests

    • Storage monitoring logs

    • Environmental inspection reports

    • Incident and spill reports

    • DENR regulatory submissions

    All records must be maintained in accordance with DENR regulatory requirements.

     

    8. Environmental Incident Management

    The PCO will:

    • Develop spill response procedures

    • Investigate environmental incidents

    • Report environmental violations or spills to DENR if required

    • Implement corrective measures

     

    9. Regulatory Engagement

    The PCO will act as the primary liaison between Astra Sage and DENR-EMB.

    Responsibilities include:

    • Coordinating regulatory inspections

    • Responding to DENR notices

    • Supporting permit applications

    • Managing environmental audits

     

    10. HSE Management

    The PCO will act as the HSE Manager for Astra Sage

    Responsibilities include:

    • Developing & Implementing HSE Policies: Creating, reviewing, and updating the company-wide safety and environmental policies to ensure they align with legal standards and best practices.

    • Conducting Risk Assessments: Identifying potential hazards in the workplace and implementing control measures to mitigate risks before incidents occur.

    • Ensuring Regulatory Compliance: Keeping up to date with local, state, and federal laws (such as OSHA, DENR, EMB and Philippines Laws and Regulations) and ensuring the organization remains fully compliant to avoid penalties.

    • Conducting Site Inspections & Audits: Regularly patrolling work areas to verify that safety procedures are followed, personal protective equipment (PPE) is used properly, and environmental regulations are met.

    • Investigating Incidents & Near Misses: Leading investigations into accidents and near-misses to identify root causes and implementing corrective actions to prevent recurrence.

    • Organizing Training & Awareness Programs: Developing and delivering safety inductions for new hires, conducting toolbox talks, and providing ongoing training to foster a strong safety culture.

    • Managing Emergency Response Procedures: Developing, testing, and managing emergency action plans, including evacuation plans, fire drills, and first aid coordination.

    • Monitoring HSE Performance Metrics: Tracking KPIs (such as accident rates, lost time injuries, or waste management data) and reporting safety performance to senior management.

How Astra Sage Builds Traceability in Practice

Astra Sage’s process should be shown as a disciplined chain of control, not a simple pickup service. Your own documents already give the right backbone.

Supplier Onboarding

Astra Sage collects only from verified Points of Origin. During onboarding, the supplier must understand what qualifies as UCO and what does not, and Astra Sage checks plausibility against site type, fryer count, menu, hours, storage arrangements, and expected generation.

Supplier Education

The supplier is educated on eligible UCO, excluded materials, segregation, storage, contamination risks, and the consequences of false declaration. Astra Sage’s Supplier Code already makes clear that fresh oil, expired-but-unused oil, and contaminated material are prohibited, and that unexplained or unrealistic volumes are fraud indicators.

ISCC Self-Declaration

Before collection, the supplier signs a valid ISCC self-declaration for waste and residues and names Astra Sage as the Collecting Point. Astra Sage’s service agreement also requires a copy of that declaration to be kept at the premises and made available for audit.

Supplier Code of Conduct

The supplier signs Astra Sage’s Supplier Code of Conduct, committing to genuine UCO only, truthful Point-of-Origin declaration, honest reporting, audit cooperation, and stop-work acknowledgement.

Supplier Validation by ASI

Astra Sage reserves the right to verify actual cooking operations, fryer count, fresh-oil purchase records, disposal records, and collection history to confirm that claimed UCO generation is genuine and plausible.

Collection Event Control

No collection should happen without a valid self-declaration on file, a signed UCO collection receipt, visual and sensory confirmation that the material is UCO, and a documented link to the verified Point of Origin. Any suspicion of non-UCO should abort collection immediately.

Batch Processing and Quantity Bookkeeping

At Astra Sage storage, all inbound material must be documented, traceable to the Point of Origin or approved supplier, assigned a Batch ID, and recorded into the mass balance ledger. High-risk mixing requires management approval, and mixing must not cause loss of traceability, averaging of GHG values, or negative sustainability balances.

Every Kilogram Is Accounted For

Accepted UCO is weighed, recorded, and booked. Non-conforming material, sludge, free water, sediment, or rejected bottom portion must be quarantined, rejected, or disposed outside the certified balance.

Sustainability Declarations Only When Covered

Astra Sage’s fraud procedure already states that Sustainability Declarations must reflect only what is physically dispatched and must be fully covered by mass balance.
