DAO 2013-22 also states that no hazardous waste shall be stored, recycled, reprocessed, treated, or disposed of except in facilities permitted by the Department.

Overusing Oil Is Often False Economy
Some restaurant owners believe that pushing oil through more frying cycles and topping it up with fresh oil is a financially smart solution. In reality, topping up only dilutes the problem visually. It does not remove the free fatty acids, total polar compounds, oxidized products, or other degradation already present in the used oil.
That means the kitchen may think it is saving money while actually creating worse-tasting food, lower frying performance, and greater brand risk. A better model is to stop using the oil before quality drops too far, release it responsibly as UCO, and recover value from it through proper collection.

In the Philippines, used vegetable oil including sludge is treated within the hazardous-waste framework, and generators are expected to follow DENR-EMB requirements. The regulations include generator compliance requirements and require movement through regulated pathways and permitted facilities.

Administrative fines under the implementing rules of RA 6969 can range from PHP 10,000 to PHP 50,000, and local governments are also moving on used-oil control. A proposed Bacoor ordinance published in 2025 would impose PHP 5,000 per violation on food establishments that unjustifiably fail to turn over used cooking oil or that improperly dispose, sell, or process it.
